Reforms to the Freedom of Information Act 1982 [Cwlth] (the FOI Act) introduced fundamental changes to the way information held by Commonwealth agencies is managed and accessed by members of the public. The Office of the Australian Information Commissioner (OAIC) has published an FOI fact sheet which describes the changes the reforms have made to the Commonwealth Freedom of Information framework. Applications for access to documents held by the Department of Education and Training may be made under Section 15 of the FOI Act.
To make a request under the FOI Act, the request must:
- be made in writing
- provide a physical or electronic address to where notices may be sent
- provide enough information for an officer of the Department to identify the documents
- state that the request is made under the the FOI Act.

Information Publication Scheme
The Information Publication Scheme (IPS) aims to transform the Commonwealth Freedom of Information framework from one that responds to individual requests for access to documents, to one that requires Commonwealth agencies to take a proactive approach to publishing information. The IPS commenced on 1 May 2011.
The IPS provides a means for agencies to proactively publish information, such as:
- an agency's information publication plan
- operational information
- other specific categories of information described in Section 8 (2) of the FOI Act.
